Vermont clinicals for Frontier Nursing University students
Vermont is a Nurse Licensure Compact state that AANP lists as full practice, and its Board of Nursing has one rule FNP students should hear early: physician assistants may not precept APRN students here. Every FNU track can train in Vermont, but students near the western border can't cross into New York.

Who may precept an APRN student in Vermont
According to the Vermont Board of Nursing's FAQ, an APRN student can be precepted by a physician or an APRN with an active, unencumbered Vermont license, provided that person has practiced in the student's population focus and role and works directly with program faculty. It also says PAs may not precept APRN students.
That narrows one of FNU's options. FNU's FNP rules allow up to 40 percent of hours with a physician or PA, but at a Vermont site that share has to come from MDs and DOs. Note too that the FAQ asks for a Vermont license, so a preceptor licensed only in a neighboring state may not fit. The FAQ speaks of APRN students generally; ask your RCF how it applies to a midwifery rotation.
Newer NPs and collaborating agreements
Vermont is full practice on AANP's list, except that an NP with under 2,400 hours and 24 months of practice still needs a collaborating agreement, and the other party must be a physician or APRN holding a Vermont license. FNU's floor is a year of advanced practice experience. An NP still under the collaborating agreement can clear it, provided the Board's same-role test is met too; see FNU's preceptor requirements.
Licensing and the Board's education rules
February 1, 2022 is the date the Nurse Licensure Compact became effective in Vermont. Board Rule 4.1 spares an RN from getting a Vermont license if that RN has an active multistate license from a different compact state, as long as they haven't moved their primary residence to Vermont. Your license is checked through Nursys Quick Confirm for each clinical state. The APRN Compact is not enacted.
The Board's rules, effective May 11, 2023, make Board approval a condition for running any nursing education program in Vermont, except online-only programs approved by the Vermont Agency of Education. No rule, FAQ or statute on record speaks directly to programs from other states that place students at Vermont sites; since the student licensure exemption covers only Board-approved programs, you'll rely on your own license. Burlington, Rutland and the river towns
Vermont's population centers are small: Burlington-South Burlington (about 228,000), the Vermont side of the Lebanon-Claremont area it shares with New Hampshire, and Rutland. Rutland Regional Medical Center is one of the larger employers. So is Southwestern Vermont Medical Center, which belongs to Dartmouth Health, and so is University of Vermont Health, the parent of UVM Medical Center, of Central Vermont Medical Center and of Porter Medical Center. Bennington sits near the Albany area, but FNU closes New York to students who live in other states. A federal facility is the only way across that line.
A preceptor grant that doesn't reach FNU
Act 183 of 2022 funded one-time Nurse Preceptor Incentive Grants for fiscal year 2023, which paid nurses working in Vermont's critical access hospitals for each hour spent precepting. The grants covered only students in Vermont nursing school programs, and no source shows the program active after fiscal 2023. FNU's own preceptor benefits, such as an honorarium and a 6-hour CE course, apply instead.

Questions FNU students ask
Can a PA precept my FNP hours in Vermont?
Not under Vermont's rules. The Board of Nursing's FAQ says PAs may not precept APRN students. Elsewhere FNU lets physicians or PAs cover up to two-fifths of an FNP practicum; in Vermont, that share has to come from physicians. A PA in a compact neighbor such as New Hampshire is a separate question for your RCF.
Does my FNU preceptor in Vermont need a Vermont license?
Per the Board's FAQ, the preceptor should be a physician or APRN holding a Vermont license in active, unencumbered standing, with experience in your population focus and role. FNU separately requires an unencumbered US license and a year of advanced practice experience. Clinical Credentialing checks both during preceptor credentialing.
I live in Bennington. Can I do FNU clinicals in Albany?
Not at an ordinary site. FNU closes New York clinicals to students who live outside the state and to NP students regardless of residence; a federal facility is the lone exception. Plan within Vermont or another open neighbor such as Massachusetts, which needs its own license until its compact takes effect.
Is Vermont's preceptor incentive grant open to my FNU preceptor?
No. Act 183 paid for a single grant round, in fiscal 2023, to Vermont nurses at critical access hospitals who precepted students from Vermont nursing programs, and nothing on record shows they continued. FNU offers its own preceptor honorarium, based on the program and hours, paid after your practicum ends.
