Minnesota clinicals for FNU students: three license rules to square
Every FNU track can train in Minnesota, and Minnesota is among the 49 states plus DC whose licensure education standards FNU says its MSN and PGC programs satisfy. Minnesota has no compact membership and no pending bill to join, so your multistate license stops at the border. A Minnesota statute exempts some out-of-state students, but FNU's rules and some sites ask for more, so plan on a Minnesota RN license.

Three license rules, and the strictest one decides
In Minnesota, state law, FNU's policy and a major system's site rules point different ways. Read them together.

Ask Clinical Credentialing or your Clinical Advisor how FNU applies the exemption; until they say otherwise, apply to the Minnesota Board of Nursing. Our RN license page covers timing.
A multistate license from Wisconsin or Iowa gives you no privilege in Minnesota, and no compact bill is pending.
Minnesota's Board and out-of-state programs
The Board says it must approve programs "conducted in Minnesota". Minn. R. 6305.0300 subp. 1 reads the student exemption as covering any US or Canadian program approved in its own state or province, but requires the supervising instructor to hold a Minnesota RN license and current registration. No separate step in which the Board signs off on an out-of-state program is on record.
The instructor requirement is FNU's to manage, not yours. Still, mention a Minnesota site to your Clinical Advisor early, since FNU's catalog says some states need advance notice and Credentialing can take several months.
Full practice after 2,080 hours
In AANP's rating Minnesota is full practice, but only after an NP logs 2,080 hours or more under a collaborative agreement with an APRN or a physician. Until then, the NP works under that agreement.
FNU wants at least a year in the advanced-practice role from a preceptor, and 2,080 hours works out to about one full-time year. A newer Minnesota NP who meets FNU's minimum may still be inside that collaborative period, which is worth knowing when you ask who else in the practice could supervise you. FNP students can have an MD, DO or PA cover part of their hours, capped at 40%.
Why MERC won't sweeten your ask
Minnesota's Medical Education and Research Costs program, run by the Minnesota Department of Health, partially compensates Minnesota training sites for accredited clinical training, including NP and CNM students. It does not pay individual preceptors.
Under MERC's criteria, the training site and the teaching program must both be located in Minnesota. FNU is based in Kentucky, so an FNU rotation does not generate MERC funds. Lead instead with FNU's own package for preceptors: an honorarium paid after the practicum, a 6-hour ANCC-approved CE course, and a record of precepting hours they can use for recertification. Twin Cities, Rochester, Duluth and St. Cloud
About 3.6 million Minnesotans live in the Minneapolis-St. Paul-Bloomington metro; Duluth, Rochester and St. Cloud each hold roughly 200,000 to 240,000 in-state residents. HealthPartners, Essentia Health, M Health Fairview, Allina Health and Mayo Clinic are the large systems. Use them to orient a search; none has made any commitment to FNU students.
MERC's eligible training names CNM students, but only for Minnesota programs, and no Minnesota-specific midwifery practice rule is on record. Midwifery students work toward FNU's count: 40 births, eight or more of which must happen in a hospital.

Questions FNU students ask
Can I use my Wisconsin compact license for FNU clinicals in Minnesota?
No. Minnesota is not a Nurse Licensure Compact member, and NCSBN's map shows no pending legislation. A statute exempts some out-of-state RNs enrolled in a higher-degree program, but FNU expects a license good in every state you train in, and sites such as Mayo Clinic require a Minnesota license. Plan on applying.
What does Mayo Clinic ask of NP students from other schools?
Mayo's NP clinical education program requires the student's school to have an affiliation agreement with Mayo. It also asks for a Minnesota DHS background study and an unencumbered, currently registered Minnesota nursing license. These are Mayo's own site rules, stricter than the state exemption, so check them before you list a Mayo preceptor.
Is FNU's background check enough for a Minnesota site?
Not always. FNU's clinical background check runs through CastleBranch the term before Clinical Bound and can't be older than 12 months during the practicum, and FNU warns that certain sites insist on a particular kind of check. Mayo's NP program, for one, asks for a Minnesota DHS background study. Ask each site early.
Is a Minnesota NP in their first year allowed to precept me?
FNU's catalog sets three baselines: twelve months or more of relevant advanced-practice work, a valid unencumbered US license, and a nursing-related graduate degree at master's level or above. An NP with less than a year falls short of that published minimum, whatever their Minnesota collaborative status. Exceptions go through FNU's Clinical Director, not the student.
