Doing your FNU clinicals in Texas
Every FNU track can train in Texas, and any compact state's multistate RN license is valid here. What sets Texas apart is restricted NP practice under physician delegation, a Board of Nursing approval rule written for pre-licensure schools, and long distances to midwifery preceptors outside the big metros.

Texas for an FNU student, in short
All four FNU specialties can place in Texas: nurse-midwifery, FNP, WHNP and PMHNP, in the MSN or a post-graduate certificate. FNU's state license page says its programs meet Texas's educational requirements for CNM, FNP, PMHNP and WHNP licensure, and its accreditation page notes that FNU is excluded from regulation by the Texas Workforce Commission.
The practicum is the one every FNU student faces: 750 clinical hours plus your track's visit counts, and for midwifery 40 births with at least 8 in a hospital. You secure the site and the preceptor. Clinical Advisors, the Community Map and your Regional Clinical Faculty member help, and Clinical Credentialing signs the affiliation agreement with the site.
Restricted practice and who precepts you
AANP rates Texas as restricted. Its fact sheet says a physician delegates to and supervises each Texas NP, who keeps written physician protocols in place across an entire career and can prescribe Schedule II drugs in limited settings only. None of that lowers or raises FNU's bar: a valid, unencumbered US license and a year in an advanced practice role, as set out under preceptor requirements.
It does shape the room you learn in. Your NP preceptor prescribes under their protocol, so the Schedule II decisions you see sit inside it. Each Texas NP also has a delegating physician, and FNU lets FNP students spend up to 40% of hours with an MD, DO or PA. Asking whether that physician would take part can stretch a small clinic's capacity.
What the Board's out-of-state rule covers
The Board must approve an out-of-state nursing program before it starts any clinical learning experience in Texas, NC-SARA participation notwithstanding. You'll find that rule at 22 TAC 214.3(e) plus 215.3(e), alongside Education Guideline 3.1.3 (its latest revision is dated May 1, 2026), and it reaches pre-licensure vocational and RN programs only: entry-level master's, BSN, ADN and diploma. The Board's out-of-state approval rules do not cover graduate or APRN programs.
Separately, Chapter 219 sets standards for APRN programs seeking Texas BON approval; nationally accredited programs sit outside BON approval. FNU says some states want advance notice, and its credentialing team handles state board requirements, so confirm with your Clinical Advisor that your Texas site needs nothing extra.
Where Texas students search, and how far some travel
In the Census Bureau's 2025 estimates, four Texas metros passed 2.6 million: Houston-Pasadena-The Woodlands at 7.9 million, Dallas-Fort Worth-Arlington at about 8.5 million; the other two over that mark were San Antonio-New Braunfels as well as Austin-Round Rock-San Marcos. Texas Health Resources is one of the large systems; others are Baylor Scott & White Health, Houston Methodist, UT Southwestern Medical Center, and San Antonio's University Health. They show where clinicians work, not where FNU students are already accepted.
Beyond the metros, distance decides. In FNU's 2026 Preceptor Scholarship report, a Texas CNM student wrote that with no local CNMs, the rotations meant traveling 330 miles one way every other week. Rural clinicals covers searching outside cities, the setting FNU's mission was built for.
No recorded Texas incentive reaches an FNU preceptor: the tuition exemption for clinical preceptors covers only those teaching in public pre-licensure programs, and the Nursing Shortage Reduction Program is a grant to Texas schools.
Licensing, telehealth and midwifery in Texas
Texas's compact status dates to January 19, 2018, so clinicals here run on the multistate license from wherever your compact home is; lacking one, you need a Texas RN license. Questions FNU students ask
Can a Texas physician precept part of my FNU FNP hours?
Yes, within FNU's cap. Up to 40% of FNP practicum hours may be with an MD, DO or NCCPA-certified PA. Because Texas NPs work under physician delegation, the delegating physician at your NP's clinic is an obvious person to ask. Your RCF approves the mix, and every preceptor goes through FNU's credentialing.
Do I need a Texas RN license if I live in another compact state?
No. Texas became a Nurse Licensure Compact state in 2018. Live in another compact state and hold its multistate license, and you can practice in Texas on it. With just a single-state, non-compact license, get a Texas license before clinicals begin. FNU checks licensure through Nursys Quick Confirm as part of your compliance items.
Does the Texas Board of Nursing list FNU among approved out-of-state programs?
The Board keeps a public list of out-of-state programs approved for clinical learning in Texas, but pre-licensure programs are what that approval process was written for, and the Board says its out-of-state rules don't cover graduate or APRN programs. Whether a Texas site asks for anything more is a question for your Clinical Advisor and Clinical Credentialing.
Can I do FNU PMHNP clinicals by telehealth from Texas?
Partly. PMHNP students starting clinical in 2025 or later can count up to 450 telehealth hours, and you need licensure in every state where your patients live, not only Texas.
