Oklahoma's rule for out-of-state APRN students

Out-of-state programs leading to initial licensure need the Oklahoma Board of Nursing's prior permission. RNs enrolled in APRN programs from other states are spared that step; OAC 485:10-5-12(c) still allows their Oklahoma clinicals and preceptorships only when all three conditions are met.

1. Your RN licenseYour RN license must be unencumbered and must authorize you to practice registered nursing in Oklahoma.
2. Faculty oversightWhoever oversees the clinical component for the program holds an Oklahoma license, unencumbered and at or above the level being taught.
3. Program standardsFNU's program satisfies the board's education requirements for APRNs.

The second and third conditions concern FNU, whose Clinical Credentialing coordinators handle state board requirements. The first condition is yours, and its wording leaves one question open: does another compact state's multistate license count as a license to practice registered nursing in Oklahoma?

Restricted practice and your preceptor

AANP rates Oklahoma as restricted. Oklahoma ties an NP's prescriptive authority to 6,240 supervised hours, documented in a written statement of physician supervision, and keeps Schedule II drugs out of NP prescribing.

An NP preceptor still inside those hours prescribes under a physician's supervision. For FNP students, that physician can also precept, since FNU allows up to 40% of practicum hours with an MD, DO or PA.

The Oklahoma Preceptor Tax Credit

The Oklahoma Health Care Workforce Training Commission runs an income tax credit that HB 3351 created in 2024. To qualify, a preceptor must be licensed in Oklahoma as an MD, DO, PA or APRN, provide primary care services there, and supervise learners in APRN, PA or medical programs, residents among them.

• A rotation is 160 aggregate hours, and a preceptor can claim up to 10 a calendar year, first come, first served, subject to available funds.
• APRN and PA student rotations earn a set credit for rotations 1 to 3 and a larger one for rotations 4 to 10.
• The Oklahoma Tax Commission says the credit is nonrefundable, carries over five years, and covers tax years 2026 to 2035. Applications for 2026 are open, per the Workforce Training Commission.

Does it reach a preceptor teaching an FNU student? The published description sets conditions on the preceptor (an Oklahoma license, primary care services in Oklahoma) and names APRN students, but is silent on where the student's school is. Your preceptor confirms eligibility with the Workforce Training Commission.

Oklahoma City, Tulsa and the smaller metros

The 2025 Census estimates put about 1.51 million people in the Oklahoma City metro and about 1.07 million in Tulsa's. Lawton, at about 127,600, and Enid, at about 61,800, are far smaller. The Fort Smith, AR-OK metro also reaches into Oklahoma.

Hillcrest HealthCare System, SSM Health St. Anthony, INTEGRIS Health, Saint Francis Health System and OU Health (academic health system of the University of Oklahoma) are names to start a search with, not sites committed to FNU students. The state public health agency is the Oklahoma State Department of Health.

Licensing in a compact state

Oklahoma's compact membership took effect January 19, 2018, when its board began handing out multistate licenses for RNs and LPNs; the board says a multistate holder can work in other compact states with no additional license. An Oklahoma license makes the rule's first condition simple; one from another compact state needs the check above. Oklahoma hasn't enacted the APRN Compact.

Oklahoma's midwifery practice rules aren't set out here, and the AANP rating covers NPs only. The out-of-state rule speaks of APRN programs, so ask your Clinical Advisor how FNU applies it to the midwifery track.

FNU's requirements hold here as everywhere: 40 births with at least 8 in a hospital, ideally a CNM or CM as primary preceptor, and CABC accreditation for any birth center. See the births page.
